There's no single official ranking, and lists measure different things: some count new home starts, others analyse homeowner reviews, and others count display homes. A more useful test is whether the builder is registered and insured, gives an itemised quote, communicates clearly during the build, has finished homes you can inspect, and stands behind defects after handover. Ask for their registration number and proof of insurance, an itemised quote showing inclusions and any provisional sums, and how variations are priced and approved in writing. Victorian builders doing major domestic work must be registered with the Building and Plumbing Commission (BPC), which now combines the former VBA, dispute-resolution and insurance functions. For contracts signed from 1 July 2026, the builder must purchase Home Warranty on your behalf for projects up to three storeys above $20,000, with cover of up to $400,000, including where work is incomplete or defective and the builder can't or won't fix it. A low quote can leave out inclusions, lean on large provisional sums, or leave site costs to be added later, so compare quotes line by line, with the same inclusions, allowances and site works, before you compare totals. Weigh the builder's registration, insurance, communication and after-handover support alongside price.
A 7-star NatHERS rating is a measure of how well a home's design and materials handle heating and cooling, and new homes are now required to meet a 7-star NatHERS rating under the National Construction Code.
